State Regulation & Distance Learning - Where are we now?

The "Program Integrity" rules from the U.S. DoE, which went into force July 1, 2011, originally required all Title IV-eligible schools to be able to demonstrate, upon request, that they have or are actively seeking any necessary approval in every U.S. state in which they operate, including by distance learning. Subsequently, the DoE extended the deadline for this aspect of the rules to July 1, 2014, but required “good faith” compliance efforts from July 2011. The question now is, what does the future hold?

Are You Positioned for Fundraising Success in 2010? Tools and Resources to Make a Difference

In June 2010, the U.S. Department of Education (USDE) released proposed rules under the theme of "Program Integrity," covering 13 different topics from credit hour definition and misrepresentation of information to recruiter compensation. The rules were released following a round of negotiated rulemaking process during which the federal government consulted with constituents to develop regulations implementing the 2008 reauthorization of the Higher Education Act.

While some of the "Program Integrity" proposals have received substantial media coverage (notably, the gainful employment issue, for which proposals have yet to be released), many significant proposed changes may be poorly understood by universities and colleges, or assumed to apply to only a portion of the education sector. Yet some proposed changes could have far-reaching consequences for institutional autonomy and government relations. The deadline for formal comments to USDE on the draft rules is August 2, 2010.

This 90-minute webinar is an opportunity to hear expert opinion on these proposals and their implications, as well as to ask questions about the proposed rules. Our panelists will be:

Previous research has identified parents as the most influential people in a student's college search process, suggesting schools of interest, pointing to resources such as U.S. News & World Report, and helping students build their lists of colleges to consider.
