In June 2010, the U.S. Department of Education (USDE) released proposed rules under the theme of "Program Integrity," covering 13 different topics from credit hour definition and misrepresentation of information to recruiter compensation. The rules were released following a round of negotiated rulemaking process during which the federal government consulted with constituents to develop regulations implementing the 2008 reauthorization of the Higher Education Act.
While some of the "Program Integrity" proposals have received substantial media coverage (notably, the gainful employment issue, for which proposals have yet to be released), many significant proposed changes may be poorly understood by universities and colleges, or assumed to apply to only a portion of the education sector. Yet some proposed changes could have far-reaching consequences for institutional autonomy and government relations. The deadline for formal comments to USDE on the draft rules is August 2, 2010.
